The wind was a monster; the water in Tacloban was the murderer. Warnings without high ground, transport and cash still leave people in the surge.

November 2013, Typhoon Haiyan (locally Yolanda) crossed the central Philippines as one of the strongest landfalling tropical storms recorded. Warm Pacific water (about 27°C+) plus Coriolis spin between 5° and 20° latitude is the formation recipe.

Tacloban on Leyte sat on a shallow bay. A storm surge of around 5–6 metres, not only the wind, caused most deaths. Low-rise housing and coastal density put people in the water’s path.

Primary effects: about 6,300 dead, millions displaced, Tacloban airport and roads smashed, fishing boats and farms destroyed, coconut livelihoods gone, saltwater on fields.

Name Tacloban and the bay. “It was a strong typhoon” is not an effect. Water in the streets is.
“Prediction is of limited use if people cannot evacuate to safe places.”
Haiyan had forecasts. Poverty and housing turned a warned storm into thousands of deaths. That is capacity, not ignorance.
“Primary effects happen straight away; secondary effects follow.”
Surge, wind, collapsed roofs = primary. Disease, homelessness, job loss = secondary. Mixing them loses easy marks.

Tacloban’s bay was a funnel
Tropical storms kill with wind, rain and storm surge. In Leyte the surge was the main killer because the bay’s shape piled water onto a low, crowded city. People who hid in ground-floor rooms drowned even if the roof stayed on. That is why “they should have boarded up the windows” is a weak answer: the hazard was a wall of seawater. Mangrove loss on some coasts removed a speed bump, not a miracle barrier. When you explain primary effects, put the surge before the wind, name Tacloban, and give a death or displacement figure. Then you have a place, a process and a number — the three things a Haiyan paragraph must contain before you start listing NGOs.

Warnings without capacity
The Philippines can forecast a typhoon track. Haiyan was named and warned. The development question is who can act on a warning: who has a vehicle, a solid upper floor, a stock of water, and a government that can still move rice after the airport dies. LIC/NEE capacity is not zero — local knowledge and community networks are real — but capital to live outside the surge zone is scarce. International aid then hit the same smashed runway Haiti knew. For 9-mark “how effective were responses”, credit the forecast and the later rebuild, then limit them with the death toll and the logistics jam. Do not write that Filipinos “ignored science”. Write that science arrived in a place that could not buy height.

Primary, secondary, then responses
Keep three piles or the case study turns into a timeline mush. Primary: deaths, surge, wind, crops, boats, airport. Secondary: disease risk, homelessness, price rises, trauma, aid dependency in the short run. Immediate responses: evacuate, rescue, water, tarpaulins, foreign teams. Long-term: housing, mangroves, livelihood schemes, land-use rules. A 6-mark effects question should not wander into mangrove policy; a management question should not list corpses without a response. Haiyan is also your bridge to Somerset: same planet, different death tolls, because a UK floodplain flood in an HIC is not a 6-metre surge through an LIC city. Make that comparison explicit when the paper asks why weather hazards vary in impact.
